Estudió Filosofía e Historia del Arte en la universidad de Richmond. Sus primeros escritos fueron principalmente sobre periodismo de viajes. Comenzó a publicar relatos a principios de los 90 en revistas y antologías, la mayoría de ellos etiquetados como “terror erótico”.

Su novela The Safety of Unknown Cities recibió el premio Bram Stoker Award a Mejor Novela Novel y el premio de la International Horror Guild a Mejor Novela Novel en 1995, así como el premio Deathrealm a Mejor Novela en 1996. Sus relatos han sido incluidos numerosas veces en las antologías de El Mejor Terror y Fantasía del Año (editadas por Ellen Datlow).
